University Registrar

Primary Purpose:
Reporting to the Provost, the University Registrar is a change leader in aligning and implementing technologies to adapt to evolving stakeholder needs in higher education. The University Registrar provides flexible, forward-thinking planning and leadership in maximizing information systems and delivering high quality customer service. The University Registrar plays a critical leadership role in coordinating oversight of registrar services across three campuses (Sacramento, San Francisco, and Stockton) and among undergraduate, graduate, and professional programs.

The University Registrar maintains the confidentiality and security of student academic records in a range of areas such as: transfer articulation, NCAA Division I and Veterans Affairs certification, registration and grading processes, schedule of classes, degree evaluation/posting, enrollment verification, and transcript services.

Essential Functions:

  1. Provides strategic leadership in ensuring that multi-campus Registrar services and deliverables align with the University’s institutional priorities and mission.
  2. In collaboration with Pacific Technology, develops vision and strategies for technological systems and solutions needed to advance registrarial services in a digital age. Oversees implementation, user training, and ongoing testing and troubleshooting for multiple technology solutions including, but not limited to, Banner, DegreeWorks, College Scheduler, CRM Cases, CourseLeaf, and CIM (in collaboration with Faculty Governance).
    a. Maximizes use of tools to analyze enrollment trends and course demand.
    b. Recommends technologies and best practices for improving services in alignment with institutional priorities.
  3. Directs daily operations of the Office including policies and procedures with related assessments for quality assurance of key processes; proactively seeks to improve quality of services.
  4. In collaboration with the Enrollment Management division, Academic Advising, and Student Life, help streamline and improve student transactional processes that support matriculation, retention and graduation of undergraduate and graduate students.
  5. Across multiple term structures, ensures the optimization of and timely and accurate production of classroom scheduling, academic instructional space allocation, term-based schedules of classes, academic calendar, academic catalog, transcripts, transfer articulation, and other related functions.
  6. Directs enrollment reporting submissions and controls; serves as Office primary point of contact for internal and external auditors. Directs Veteran Affairs certifications (Stockton and Sacramento) and NCAA Division I certification (Stockton).
  7. Assists in the development and review of academic policies of the University and, in conjunction with faculty, Deans, Associate/Assistant Deans, and the Provost, reviews and recommends amendments or exceptions to policy.
  8. Partners with key academic curriculum committees and serves on University working groups in alignment with institutional priorities.
  9. Actively engages with professional organizations. Maintains professional knowledge by keeping current with new technologies, trends, and best practices.
  10. Performs other related duties as assigned or requested.

Minimum Qualifications:

  • Bachelor’s degree.
  • Eight (8) years of experience in a higher education registrar’s office or enrollment services.

Preferred Qualifications:

  • Doctoral/terminal degree.
  • Banner/Ellucian experience.
  • Experience with multi-campus institution and/or multiple academic calendars and terms.
  • Ability to work successfully with diverse populations and demonstrated commitment to promote and enhance diversity and inclusion.
  • Ability to work effectively with complex academic software systems, analyze and interpret data, and prepare usable information and reports for various university constituencies. Experience managing software system implementations, integrations, and migrations.
  • Demonstrated management skills to coordinate the diverse activities of separate operating units and individuals towards the achievement of common goals.
  • Strong interpersonal and communication skills, ability to engender trust and reliability with a strong service orientation.
  • Experience collaborating on academic policy development and implementation.

Work Environment/Work Week/Travel:
Work is primarily performed in a standard office environment with use of computer and phone. Work performed during standard business hours.

Valid driver’s license required. Incumbent must also be able to meet the University’s fleet rules and be eligible to drive for University business. The University and its insurance carrier reserves the right to exclude applicants based on their driving record.
